中国已建立多个智能网联示范区,尽管取得显著成效,但发展水平参差不齐,缺乏有效的评价体系,难以客观比较建设成果。工信部等五部委发布的《关于开展智能网联汽车“车路云一体化”应用试点的通知》指出,完善标准及测试评价体系是主要任务之一。交通运输部关于推动交通运输领域新型基础设施建设的指导意见指出要围绕自动驾驶典型应用场景,完善测试评价体系,提升测试验证能力。全面、科学的测试评价体系将促进技术创新和资源分配,推动产业发展。车路协同创新联合体提出车路云一体化示范区评价指标体系,涵盖技术创新、运营管理、政策引导及生态协同等维度,实现全方位、多层次评价。该体系将监管示范区进展,提高透明

度,推动技术和政策创新,优化资源分配,加速中国车路云一体化发展,提升国际影响力。

China has established several intelligent connected vehicle (ICV) demonstration zones. Despite significant achievements, the development levels vary, and there is a lack of effective evaluation systems, making it difficult to objectively compare the construction results. The Ministry of Industry and Information Technology, along with four other ministries, issued the "Notice on Carrying out the Pilot Application of Vehicle-Road-Cloud Integration for ICVs," which highlights the need to improve standards and testing evaluation systems as one of the main tasks. The Ministry of Transport's guidelines on promoting new infrastructure construction in the transportation sector emphasize the need to improve the testing evaluation system and enhance testing and verification capabilities, focusing on typical application scenarios of automated driving. A comprehensive and scientific testing evaluation system will facilitate technological innovation and resource allocation, promoting industry development. The Vehicle-Road Coordination Innovation Consortium (VRCIC) has proposed the Evaluation Index System for Vehicle-Road-Cloud Integration Demonstration Zones, covering dimensions such as technological innovation, operational management, policy guidance, and ecological collaboration, achieving a comprehensive, multi-level evaluation. This system will monitor the progress of demonstration zones, enhance transparency, drive technological and policy innovation, optimize resource allocation, accelerate the development of vehicle-road-cloud integration in China, and elevate its international influence.
