数据标准通过建立公路、铁路、地铁、市政、房建等 WBS、形象进度、分包清单、收入清单标准以及标准的关联关系，从而实现算量、用量、控量的全业务管理，做到“一数一源、一源多用”。业务标准通过建立公路、铁路、市政等算量标准、进度计划编制标准、进度施工记录标准，从算量、用量、审量、控量、报表输出等方面以业务链为主线贯穿各岗位部门，做到“业务替代、提质增效”。
